(a) Any paper filed with the Clerk of Tribal Court or the Clerk of the Court of Appeals shall be served upon each other party. Filing constitutes the certification of the party or the party's attorney that service has been properly made. (b) Service shall be made upon a party's attorney, if any, or if the party is not represented by counsel upon the party. (c) Service may be made personally or by first class mail.
