The provisions of this ordinance: (a) Shall be interpreted and applied as the minimum requirements applicable to the grant of pardons or forgiveness to individuals upon demonstration of full rehabilitation, trustworthiness and/or commitment to lawful behavior by the Lac Courte Oreilles Band of Lake Superior Chippewa Indians; (b) Shall be liberally construed in favor of the Tribe; (c) Shall not be deemed a limitation or repeal of any other tribal power or authority.Lac Courte Oreilles Tribal Code of Law.
