(a) The Tribal Council will adopt bylaws, consistent with the Tribe's Constitution and its normal practices, governing the organization and operation of the Committee. (b) The Committee may recommend amendments to the bylaws where it believes them to be necessary to fulfill its obligations under tribal law.
