Resolution No. 054-26

WHEREAS, The Stockbridge-Munsee Community is a federally recognized Indian tribe with inherent sovereign powers and is governed by the Stockbridge-Munsee Tribal Council pursuant to the 1937 Constitution, as amended;

WHEREAS, The Stockbridge-Munsee Community has the authority under its Constitution and its inherent rights as a sovereign nation to adopt and amend Ordinances;

WHEREAS, The Tribal Council has adopted the Fish and Wildlife Ordinance, ENV.01; and

WHEREAS, Amendments to the Fish and Wildlife Ordinance have been proposed that include clarification for standards on blinds/stands; allow minors and direct descendants to take 2 deer per season; update deer season for spouses; clarify requirements on use of hunting tags; new limitations on the use of game cameras; update bear season; update migratory bird season; updates to hunting infractions; and clarify infractions regarding Public and forest roads.

WHEREAS, NOW THEREFORE BE IT RESOLVED, that the Stockbridge-Munsee Tribal Council hereby adopts the following revisions to the Fish and Wildlife Ordinance:

• The creation of new subsections ENV.01.03(b) and (i) and renumbering of the Definition section as well as modification to the definition of "Permittee", which is now (k).
• The creation of a new Part II – Tribal Permits and updating/renumbering the other Parts accordingly.
• The creation of new subsections in ENV.01: (8)(j); .09(a)(1)-(4), (b), and (b)(4); .10(d), (d)(1)-(3), and (e); .12(a)(2)(A)-(B), (3), (4)(A)-(B), and (e); and .17(a)(11)-(12).
• The modification of subsections in ENV.01: .08(a), (b), (b)(1), (d), and (e); .09(a), (b), (c), (d) and (e); .10(a), (b), (c), and (c)(3); .12(a)(1) and (c)(4); .13(b); .15(c)(2); .17(a)(7), (a)(9), (b)(2), (c)(4), (c)(10); .19(a); .24(c)(6); and .26(c)(5).
• The deletion of subsections in ENV.01: .12(c)(5); previous .19(a)(1)-(3).

BE IT FURTHER RESOLVED, the amendments shall be effective as of the date of approval, except, the prohibition on cameras under ENV.01.12(a)(4) shall be effective as of October 15, 2026.

I, the undersigned, as Secretary of the Stockbridge-Munsee Tribal Council, hereby certify that the Council is composed of 7 members, of whom 7, constituting a quorum, were present at a meeting duly called, noticed, and held on the 15th day of September, 2026, that the foregoing resolution was duly adopted at such meeting by a vote of 5 for, 1 against, and 0 abstaining.

Amendments Effective on October 15, 2026

ENV.01.12. Hunting Regulations – In General

(a) Equipment.

(4) Cameras.

(A) The use of any type of game camera is prohibited and cameras will be subject to confiscation and removal by the Tribe.

(B) The only exception to the prohibition on game cameras is for tribal members within their own land assignment and within 100 yards of their own single-family dwelling.
