14.1.2.010 Findings

(a) The Bureau of Indian Affairs, Office of Justice Services, Northern Pueblo Agency is responsible for administering, developing, and implementing organizational objectives for Law Enforcement, Drug Enforcement, and Highway Safety;

(b) The BIA, Office of Justice Services, NPA oversees the BIA Indian Highway Safety Program which seeks "to reduce the number and severity of traffic crashes in Indian Country by supporting education, and enforcement, as well as Safe Tribal Communities Programs;

(c) The Highway Safety Act of 1966, U.S.C. Title 23, Section 402, and the U.S. Department of Transportation is providing funding to assist Indian tribes in implementing traffic safety projects;

(d) The Pueblo and BIA Office of Justice Services, NPA have recognized the need to implement a Child Passenger Safety Seat Program solely for the benefit of the Pueblo de San Ildefonso;

(e) The Pueblo de San Ildefonso recognizes the need to implement a Child Passenger Safety Seat Program in order to reduce the high number of crashes and their resulting fatalities, and safety seat injuries within the exterior boundaries of the Pueblo de San Ildefonso.
