Any animal afflicted with a contagious or infectious disease must be confined by a fence or pen at all times and may not be removed from its enclosure, even when held by a leash, halter, or other secure device, except for the purpose of being transported to and from a licensed veterinarian.Pueblo de San Ildefonso Code.
