No registration or fees shall be required of: (a) Snowmobiles owned and used by the United States, Turtle Mountain Band of Chippewa Indian Tribe, a state or its political subdivisions. (b) Snowmobiles registered in a country other than the United States and temporarily used within the Turtle Mountain Jurisdiction.
