When three (3) or more persons assemble with mutual intent or with the means and preparation to do an unlawful act or whenever such persons assemble without authority of law and in such a manner as is adapted to disturb the public peace or excite public alarm, shall be guilty of a Class [2] offense.Turtle Mountain Band of Chippewa Indians Tribal Code.
