A dealer or distributor may not sell cigarettes, cigarette papers, snuff, cigars, or tobacco within the territory and jurisdiction of the Tribe at wholesale or at retail unless a license has been issued to that dealer or distributor under this title, and a person may not sell, offer for sale, or possess with the intent to sell, any cigarettes, cigarette papers, snuff, cigars, or tobacco without such license.Turtle Mountain Band of Chippewa Indians Tribal Code.
