Chapter MEM.01 — Membership

Legislative History

1. Membership Ordinance was approved by Council February 20, 1940 and approved by Assistant Secretary Aug. 30, 1940.

2. Ordinance was amended Jan. 9, 1949, approved by BIA Jan. 19, 1949, adding Section 8 (became Section 44.7 as of 1995 and renumbered as 44.6 in 2010).

3. June 1, 1968 Resolution adopted to have Section 4 amended by tribal referendum. Referendum approval by Commissioner of Indian Affairs, April 11, 1969.

4. Resolution No. 003, adopted September 14, 1971, approved by BIA September 28, 1971.

5. Resolution No. 018-2001, adopted March 20, 2001, approved by BIA April 10, 2001.

6. Resolution No. 055-02, adopted October 1, 2002, approved by BIA October 18, 2002.

7. Resolution No. 045-04, adopted September 7, 2004, approved by BIA November 8, 2004.

8. Resolution No. 055-10, adopted July 20, 2010, approved by BIA August 13, 2010.

9. A referendum question asking whether tribal members supported changing the Membership Ordinance to use 1940 as a baseline to establish blood quantum for adoption of new members was on the ballot of the October 12, 2019 general election. The referendum vote was 313 in support and 157 in opposition.

10. Resolution No. 18-20, adopted December 3, 2019. BIA rejected proposed amendments on June 30, 2021.
