David, a Pawnee/Choctaw, joined the Native American Rights Fund as a staff attorney in May of 2005. Since joining NARF’s Boulder office, David has worked in the areas of water rights, repatriation, Indian child welfare, Indian gaming and tribal trust fund matters. Currently, David represents the Klamath Tribes in the Klamath Basin Adjudication, a general stream adjudication of the Klamath River located in southern Oregon and recently served as a contributing author to NARF’s publication A Practical Guide to the Indian Child Welfare Act.

Prior to joining NARF, David served as an Assistant Attorney General for the Muscogee (Creek) Nation and was primarily assigned the natural resource, environmental and water issues of the Nation. Prior to that, David served as Legislative Counsel for the Navajo Nation Council from October 2001 to June 2004. While serving at the Navajo Nation, David was assigned to the Navajo Nation Council’s Resources Committee, advising the Committee on water, land, and oil and gas issues along with various governmental and legislative process matters.

David received his J.D. and B.A. degrees from the University of Oklahoma in 2001 and 1997 respectively. While attending the OU College of Law, David served as an editor for the American Indian Law Review, an officer for the National and OU Native American Law Student Associations and clerked for the law firm of Hobbs, Straus, Dean and Walker.

David is admitted to practice law in Oklahoma, New Mexico, Oregon (pro hac vice), Navajo Nation, and the Muscogee (Creek) Nation.
